Not to discount the seriousness of the issue at hand, but this seems a little hyperbolic. A more straight-forward approach would be to look at number of reported rapes in a given year (95,730 in 2016) and statistics on percentages of rapes reported (taking the low estimate of 26% for “sexual assaults” from the National Institute of Justice website I linked). This would mean that about 368,192 total “sexual assaults” occurred in 2016.
That Nearly 24 million rapists are walking the streets seems unlikely.
